Readers of the first Range Patrol story will recall "rights of speech" as something mentioned by Annabelle Ketterling (Snowdrop). This is an example of that custom in action -- S'nay is not permitted to speak in Felicity's presence unless she permits it. This would be the sort of construct one might find in an agonistic society.
